New Phoenix Public Works Director Brings 30 Years of Experience

Neil Mann has joined the city of Phoenix as its new Public Works director, overseeing a department of more than 1,000 employees.

Mann previously led the Public Works departments in Reno, Nev., and Peoria, Ariz. He also served as Tempe’s deputy Public Works director and has worked in city government in Oregon and Montana. Altogether, Mann’s career spans 33 years in the field.

“Neil’s broad experience is a great asset for Phoenix residents,” said Deputy City Manager Rick Naimark, who oversees Public Works. “Whether it’s garbage pickup, recycling or leading the way with green programs to help the environment and save energy, he will move the city forward and continue the excellent customer service our Public Works Department always has provided.”

Mann graduated from Montana State University with a civil engineering degree. He replaces Mark Leonard, who is now the city’s Development Services director.

The city of Phoenix Public Works Department collects and disposes of garbage, manages the Phoenix Recycles program, along with the popular household hazardous waste disposal program. A major upcoming project is a Green Phoenix initiative to build a solar energy plant at the city’s landfill in Buckeye.
